For distributive business and restaurant, you have to obtain WRT approval (Wholesale & Retail Trade) from MDTCC (Ministry of Domestic Trade, Cooperative & Consumerism). You have to deal with consultant, especially foreigner who don't know Malay language and not familiar with gov agency.

To start running your business of course you need pass/permit from immigration department. Key post and executive post of company (at least 27 years old) can apply for employment pass and valid for minimum 2 years and renewable. Dependent of pass holder also can get the pass (wife/husband, and children below 21 years old).
